Ten new Cuba-Russia
cooperation accords signed
Documents signed July 11, 2014, in
Havana, during President Vladimir Putin’s official
visit to the country.
1. Agreement between the government
of the Republic of Cuba and the government of the
Russian Federation on Collaboration to Guarantee
International Security of Information
Signed:

For Cuba: Bruno Rodríguez Parrilla,
minister of Foreign Relations.
This agreement is directed toward
cooperation in the creation of a legal and
organizational framework to guarantee the
international security of information.
2. Joint Declaration by the Republic
of Cuba and the Russian Federation on no first
installation of weaponry in outer space.

By way of this agreement, the
parties will make all possible efforts to prevent
outer space from becoming the scene of military
confrontations, and will not be the first to place
weapons of any kind in space.
3. Program for collaboration between
the Republic of Cuba’s Ministry of Culture and the
Russian Federation’s Ministry of Culture.

This program has as its objective
the establishment and expansion of bilateral
collaboration in the field of art and culture, as
well as the promotion of exchanges in these areas,
including the exchange of works of art and
specialists in the areas of theater, music, dance,
visual arts, sculpture, film, museums and libraries,
as well as the promotion of direct contact between
representatives and entities in different cultural
and artistic spheres.
4. Memorandum of mutual
understanding between the Republic of Cuba’s
Ministry of Industries of the Russian Federation’s
Ministry of Industry and Commerce.

This Memorandum is directed toward
promoting the strengthening of collaboration in the
field of industry.
5. Memorandum of understanding
between the Republic of Cuba’s Ministry of Public
Health and the Russian Federation’s Ministry of
Health on cooperation in the area of protecting the
male population’s health.

This Memorandum has as its objective
the establishment of cooperation between health and
medical science institutions of both parties on the
basis of mutual, equitable benefit. The lines of
cooperation include the treatment and prevention of
urological illnesses; the improvement of assistance
offered patients with illnesses of the male urinary
and reproductive systems; among others.
6. Memorandum of mutual
understanding between the Republic of Cuba’s
Ministry of the Interior and the Russian
Federation’s Ministry of Civil Defense, Emergency
and Disaster Mitigation Affairs, for collaboration
on a framework for the future development of a
Cuban-Russian regional center for rescue and
firefighting training.

This document has as its objective
establishing the foundation for the development of a
Cuban-Russian regional center for rescue and
firefighting training, directed toward support for
member countries of the Community of Latin American
and Caribbean States (CELAC).
7. Agreement on cooperation in
improving the recovery ratio in mature oilfields.

For Cuba: Juan Torres Naranjo,
general director of Unión Cuba - Petróleo (CUPET).
This agreement is directed toward
study of the status of development and exploitation
of oilfields and wells in Cuban territory, to
optimize the extraction process, improve efficiency
in the exploitation of the bottoms of wells and
implementing geological-technical measures to
recover oil in this stratum.
8. Memorandum of understanding
between the Republic of Cuba’s Union Eléctrica and
the Russian Federation’s Inter Rao - Export S.L to
sign a contract for the construction of four
electrical generating plants with a capacity of 200
megawatts each, in the Republic of Cuba.

9. Memorandum of understanding on
cooperation in the area of production and
installation of LED technology lighting between the
Russian company Inter Rao - Export S.L. and the
Republic of Cuba’s Ministry of Industries’
Electronics Group.

This Memorandum establishes the
basic principles to guide cooperation between the
two parties, and includes plans to modernize and
reconstruct existing installations, and construct
new hydroelectric plants.
